TEC was selected by the Philadelphia Regional Port Authority to prepare a phased development plan for the largest container terminal at the Port of Philadelphia. The plan was required because of a new P&O shipping service at the terminal. The 125-acre terminal serves mostly refrigerated cargoes and the new service would require an expansion of the number of reefer plugs in the terminal, plus the expansion of the freezer warehouse. TEC inventoried the existing terminal facilities and operations; made forecasts of terminal growth; and prepared a three-phase development plan. The State had budgeted $25 million for capital improvements. The Phase I improvements will allow the terminal to meet long-term (20-year) growth projections and include two new dock-side gantry cranes, 700 new grounded reefer plugs, a 40,000 square foot expansion of the main freezer warehouse, and a new gate complex.
