Biological Survey for Southern California Edison

Client: Southern California Edison

TEC assisted Southern California Edison (SCE) and the U.S. Navy to determine the biological impacts of new construction and continuing operation and maintenance of SCE’s San Onofre Nuclear Generating Station. Several properties which support the generating station are leased from the Navy and actions conducted on them must comply with the National Environmental Policy Act. TEC prepared a Biological Reconnaissance Survey which included a habitat evaluation to determine the presence/absence of sensitive habitats including coastal sage scrub, vernal pools, and potential jurisdictional wetlands or other waters of the US; identification of mitigation requirements; and identification of natural resource issues relevant to the California Environmental Quality Act, the Coastal Zone Management Act, and the California Coastal Act.

To meet Navy requirements for real estate transactions, TEC also prepared an Environmental Baseline Survey and Finding of Suitability to Lease to document the type, quantity, and time frame of any past storage, release, or disposal of hazardous substances on the property.
