TEC prepared an integrated master port plan for two locations in the City of Vlora. The Port of Vlora serves as a major gateway to southwestern Albania on the Adriatic Sea. The old commercial seaport is located in the city of Vlora, while a partially-constructed new port facility is located roughly 6 kilometers to the northwest of the City and serves as the fishing port for the region. Working with the Ministry of Economy, TEC developed plans that would dedicate the central city port area as a passenger ferry and cruise terminal complex and use the new port area for commercial and industrial cargo and an industrial park.

TEC conducted in-country field reconnaissance, briefings, and workshops leading to the development of market studies for both the cruise and cargo businesses; assessed land use, infrastructure, environmental issues, and transportation assets; prepared master plan drawings for cruise and cargo terminal complexes; prepared cost estimates; and determined costs, benefits, and action items for project development.
