TEC, in partnership with Water Resources Eco-Development, conducted this project under the auspices of the Albanian Ministry of the Environment with funding by the United Nations. The objective was to provide a Remediation Plan of the contaminated area referred to as the Vlora Hot Spot, located north of the City of Vlora in southern Albania. All available data was gathered on the extent and intensity of the mercury contamination at the former PVC plant site. In addition to the physical extent of the contamination, its effects on the human and natural environments were also analyzed. Together with the remediation and closure plans, cost estimates and a financing plan were prepared. The studies focused on costs, technical implementation, and management factors, and presented justifications for the proposed actions to allow appraisal of the proposed investment by international donors.
The existing City of Vlora landfill was also studied to determine its environmental impact and to document the current solid waste disposal practices. The TEC-WRED Team developed a remediation plan for the “hot spot” and a closure plan for the existing landfill.
