Adaptive Reuse Study, Ellis Island

TEC supported Save Ellis Island, Inc. and the National Park Service in a project to determine the feasibility of a proposed lease and subsequent rehabilitation of the South Islands on Ellis Island in New York Harbor. Some facilities on the north island have undergone rehabilitation but the two south islands, consisting of approximately 25 buildings and ample open space, have been deteriorating for many years.

TEC was responsible for re-evaluating the concept of operations and feasibility for utilities services to the south side islands, and for developing a suitable security program. TEC evaluated water, wastewater, and storm water utilities, and the provision of electricity and mechanical systems for power, and for heating and cooling. In addition, TEC reviewed communication systems (voice, data, and cable television and internet access) and emergency fire alarm systems.
