In October 2005 the U.S. and Japan agreed to a realignment of U.S. Forces in Japan that includes the relocation of approximately 8,600 Marines and their 9,000 dependents from Okinawa to Guam. Training and operations would occur on Guam and in the Commonwealth of the Northern Marianas Islands. Since 2006, under a $65 million contract to the U.S. Navy, TEC has led a Joint Venture team of planning and engineering firms to support NAVFAC Pacific in successfully completing this complex endeavor. Through a variety of studies, TEC has helped NAVFAC Pacific gain a thorough understanding of the environmental, sociological, and infrastructure impacts that can be expected due to the Marines’ relocation. The program also considers concurrent actions by the Navy to create berthing facilities for the transient porting of a nuclear aircraft carrier and by the Army to develop the facilities required to support an Army Air and Missile Defense Task Force on Guam. TEC has undertaken 33 projects in support of this effort, to include a 4,000-page Environmental Impact Statement, archaeological and natural resource studies, power, water and waste water utility studies, transportation studies, berthing studies, and dredging studies.
