Kevin Martin is TEC’s Director of Bids and Proposals, a Senior Project Manager, and a Senior Associate. He has more than 17 years of environmental planning experience with an emphasis on National Environmental Policy Act (NEPA) related projects. Kevin has written and/or managed dozens of environmental assessments and environmental impact statements for all branches of the DoD and other federal agencies. As Director of Bids and Proposals, Kevin has overall responsibility for the company’s proposal development program, focusing on quality assurance/quality control, ensuring staff resources, and proposal team building.

Kevin has a Bachelors of Arts degree in Economics from Virginia Tech and a Master of Planning degree from the University of Virginia. He is a Certified Planner with the American Planning Association and is a member of various professional organizations including the Society of American Military Engineers.
