Rick Evans is a Principal of TEC and is its Director of Administration. He is a retired Navy JAG Corps Captain with over 35 years of management and legal experience with the government and the private sector. His specialty is the creation of legally defensible environmental planning documents. Rick also has significant experience providing advice and strategies on all aspects of environmental policy, litigation, and compliance programs. He has also worked with Congressional and agency staff creating federal regulations and statues focusing on matters associated with the Resource, Conservation and Recovery Act and the Clean Water Act.

Rick has a Bachelor of Arts degree, a Juris Doctor, and a Masters in Environmental Law. He is a member of the Florida, Hawaii, and U.S. Supreme Court Bars.
