David Di Cesare is a Principal of TEC and Office Manager for the Charlottesville Office. He has over 18 years of environmental and engineering experience with an emphasis on environmental performance auditing, Environmental Management System implementation, Clean Water Act and Resource Conservation and Recovery Act compliance, and spill prevention and response planning. David has managed and participated in projects for all branches of the DoD both nationally and internationally and possesses a thorough understanding of European Union environmental regulations.

He has a Bachelor of Science degree in Physics and Mathematics from the State University of New York College at Cortland, and a Masters of Engineering degree in Environmental Engineering and Water Resources from the University of Virginia. David is a licensed Professional Engineer in multiple states, a Certified Professional Environmental Auditor for management systems, and a member of the Society of American Military Engineers.
