Phil Grissinger is a Senior Associate of TEC and serves as Manager for the Annapolis office. His 35 years of experience in consulting, government and construction includes diverse administrative, management, and technical experience in program definition and development, and facilities planning, design, and construction, with particular expertise in ports and harbors.

Phil has a Bachelor of Science degree in Civil Engineering from the University of Florida, as well as post-graduate Studies in Civil Engineering, at the University of Florida. He has completed the Government Fellows Program at the University of North Florida and Executive Management Program from the American Association of Port Authorities. Phil is a member of the American Society of Civil Engineers, the National Society of Professional Engineers, and the Florida Engineering Society, as well as several professional technical committees.
