Douglas Billings is a Principal at TEC. He has over 25 years of environmental planning experience with an emphasis on National Environmental Policy Act (NEPA) related projects. He has a significant amount of experience managing and preparing NEPA documentation and associated supporting technical studies documents (e.g., biological assessments, cultural resource technical studies, and Clean Air Act conformity determination studies) for the Department of the Navy, U.S. Marine Corps, U.S. Bureau of Reclamation and the U.S. Forest Service. Doug is experienced in all aspects of the NEPA process from public scoping to the signing of the Record of Decision and has prepared numerous Environmental Impact Statements, Environmental Assessments, and Categorical Exclusions. His technical experience has focused on geology and soils (geotechnical engineering) and transportation planning.

Doug has a B.A. degree in Physical Geography and Geologic Sciences from San Diego State University. He is a member of the Association of Environmental Professionals, Society of American Military Engineers.
