Lupe Armas is a Principal of TEC. He has over 35 years of environmental and engineering management experience within the Department of Defense and the private sector. His technical environmental expertise includes program management of Natural and Cultural Resources, NEPA Planning, Compliance, and CERCLA Restoration and Remediation actions. Lupe has extensive regulatory consultation and NGO outreach experience and has managed seminal studies regarding quantification of military base encroachment, BRAC, and land use planning initiatives. His engineering expertise includes management of a wide variety of design, contracting, and construction projects for military and nuclear facilities. Lupe served as the Deputy Director of Engineering and Housing at the Army Fort Ord Complex followed by 17 years as the Assistant Chief of Staff Environmental Security at Marine Corps Base Camp Pendleton.
Lupe has a B.S. degree in Nuclear Engineering from the University of California Santa Barbara and is a member of the Society of American Military Engineers.
