Noeleen Tillman is a Principal with TEC responsible for Maritime Business Development. She has over 20 years of executive experience in both the public and private sectors. Her areas of expertise include sustainable operation and development strategies, management system development and implementation, environmental technology transfer, environmental compliance and public private partnerships. Her clients have included over 25 US port authorities, several terminal operations, industries associations and federal agencies including the Department of Defense, U.S. Environmental Protection Agency, Department of Energy, NASA, and Department of the Interior.
