Ray Best is the Principal responsible for TEC’s Asset Management operations to include architecture, engineering, master planning, information management and construction phase services. A graduate of Washington & Lee University and the Pennsylvania State University, he is a Professional Engineer and a member of the Ingenieurkammer Hessen, Germany.
Ray has broad experience in asset management consulting for international, federal, state, and municipal clients. He is an expert in the execution of large multi-discipline program assignments and his experience includes the creation of an international consulting business ranked in ENR’s International top 200. He has been responsible for assignments in the United States, Europe, Asia, and the Middle East.

Ray was the Pennsylvania Society of Professional Engineers 1995 Young Engineer of the Year and was awarded The Bronze Order of the de Fluery Medal in 2001 by the Army Engineer Association.
