Bill Halperin is a member of TEC’s Senior Executive Group and a TEC Principal with management oversight of TEC’s operations in the southwestern U.S. Bill has more than 25 years of environmental consulting experience, and has served as Program Manager or Principal-in-Charge on several large Navy contracts for National Environmental Policy Act (NEPA) and related planning services. He has managed complex NEPA compliance projects involving base realignment and closure, sustainability for military training assets, and major infrastructure developments. He currently manages a 10-year nationwide contract with $600 million of total contract capacity for the National Guard Bureau, with projects focused on environmental restoration, environmental planning, natural and cultural resource management, and multimedia compliance.

Bill received his Ph.D. from the Department of Geography at the University of California, Santa Barbara, where he also served as Visiting Lecturer for 10 years.
