The U.S. General Services Administration (GSA) cleared the way for federal agencies to easily obtain green products and services to fulfill their goals under President Obama’s sustainability executive order and under the American Recovery and Reinvestment Act. President Obama issued an executive order on sustainability in October 2009 calling on the federal government to lead by example in greening and modernizing our nation’s infrastructure.

To help agencies meet these goals, GSA established an energy services blanket purchase agreement with TEC to perform energy audits, energy performance monitoring, and implementation of renewable energy solutions that will promote sustainability across the federal government.

“The President’s Sustainability Executive Order calls on federal agencies to lead by example in environmental, energy, and economic performance,” said Nancy Sutley, Chair of the White House Council on Environmental Quality. “Innovative programs like these energy service agreements from GSA will help the federal agencies leverage their purchasing power to help build a clean energy economy and create local jobs.”

“GSA has answered President Obama’s call to create a more sustainable government by giving agencies a powerful tool to meet their greenhouse gas, water conservation, and energy efficiency goals,” said GSA Acting Administrator Stephen R. Leeds. “These solutions will help to increase energy efficiency across government while saving taxpayer dollars and stimulating emerging green jobs and technologies.”

TEC’s blanket purchase agreement gives agencies the necessary resources to achieve LEED certification for government facilities; ensure that all buildings and renovations are designed to reduce fuel consumption as required by the Energy Independence and Security Act of 2007; and help agencies plan, monitor, and report results with Energy Star and other energy efficiency initiatives.

TEC cultural resource staff has conducted archaeological and architectural surveys at National Guard Bureau Installations across the United States. Some of our studies have included Terre Haute and Fort Wayne, Indiana; Birmingham, Montgomery, Gadsden, and Dothan, Alabama; Cheyenne, Wyoming; Burlington, Vermont; and Sioux Falls, South Dakota. At each of these installations, open areas were tested using archaeological techniques in the form of hand excavated Shovel Test Pits. Significant archaeological sites were discovered in Burlington, Vermont and Sioux Falls, South Dakota. In Burlington, several projectile points were recovered from a prehistoric Woodland site, dating to 100to 400 years before present. In Sioux Falls, a dog tag and several medical-related items were recovered from a World War II-era hospital dump site. Architectural surveys at these installations inventoried all buildings predating the Cold War era. Historic evaluations were made according to National Register of Historic Places criteria. One significant building, an aircraft hangar, was recorded in Birmingham, Alabama. This building is significant because of its association with the Works Progress Administration (WPA) of the 1930s. The WPA put thousands of unemployed Americans to work during the Depression. The aircraft hangar in Birmingham is one of the most significant WPA projects in Alabama.

TEC recently completed the Black River Land Exchange Environmental Impact Statement (EIS) and Record of Decision for the Apache-Sitgreaves National Forests in east-central Arizona. TEC assisted the Forest Service in upgrading a previous consultant’s Environmental Assessment (EA) to an EIS in response to public comments on the EA and a court order to provide additional environmental analysis. The land exchange will consolidate federal land ownership and preserve valuable perennial stream habitat. Following the successful completion of this project, TEC is currently working on another land exchange EIS for the Apache-Sitgreaves National Forests.

After decades of fire suppression many ponderosa pine forests in the Southwest are characterized by unnaturally dense stands that are highly susceptible to catastrophic wildfires. The Rodeo-Chedeski Fire in 2002 is the largest documented wildfire in Arizona history burning nearly 500,000 acres. TEC is currently helping the Forest Service complete the South Show Low Thinning Project EA that will analyze environmental consequences and propose mitigation measures for forest-thinning efforts. The project, funded through the Healthy Forests Restoration Act, will reduce wildfire risk and restore the forest to more natural conditions.
